20 % of every weekly revenue epoch is the infra share. It pays for the Tor relays listed below (bandwidth, hosting, the occasional replacement box) and for the servers that run Torpad itself, onion service included. Relays are run as ordinary members of the network: guard and middle relays, no exit, no special treatment of Torpad traffic, published on Tor Metrics like any other relay. The more volume Torpad sees, the more relay capacity it funds.
